GCSEs are changing

New responsibilities for local authorities in England

Change for the better

You might already be aware that there are new powers and responsibilities planned for local authorities. These new powers were being discussed over the last eighteen months when the role of local authorities was also being mapped out regarding the implementation of 14-19 reform. A clear set of responsibilities has now emerged concerning how all local authorities will be positively contributing to wider 14-19 reform.

A recent announcement made jointly by the Department for Children, Schools and Families alongside the Department of Innovation, Universities and Schools has explained that the Learning and Skills Council will be dissolved.

By 2010, all local authorities In England will have full responsibility for schools and also:

  • commissioning and funding of all provision for 16-18 year olds
  • ensuring the provision of curriculum entitlements for 16-18 year olds
  • raising standards in education
  • providing advice and guidance for 14-19 year old learners
  • Local authorities will be supported in this important reform work by a new Young People's Learning Agency and held accountable through a new performance framework.
